Penelope was found in NYC abandonded and tied up in front of the Firehouse. Penelope is 4 years old and 10 pounds. She is thought to be a Shih Tzu. Penelope is up to date on shots, and will be spayed prior to placement in her forever home. She is good with all people and with other dogs.
