Adorable little Wheeler, a Chihuahua, is almost a year old and weighs under 10 pounds. Wheeler was seized for cruelty/neglect with two other chihuahuas and found himself abandoned and scared in a Philadelphia shelter. Wheeler is in a loving foster home now and loving life with his fur siblings.  He's been neutered, is up to date on shots, great with all people and other dogs.
